Star Trek: Deep Space Nine Season 3 Episode 7  "Civil Defense" explained. You get some amazing moments with Dukat, this may in fact be the best Dukat episode. You get some great Garak moments, great Kira moments, and they even got Jake involved in the main plot for once.
